PROJECT SUMMARY:

The Afghanistan Initiative to Strengthen Local Administration (ISLA) is a five-year assistance program funded by USAID to improve provincial governance in the areas of fiscal and development planning, representation of citizens, and enhanced delivery of public services. GRI, as part of a consortium led by Tetra Tech ARD, will work with provincial governors, provincial councils (PCs), provincial development committees (PDCs), provincial administrative assemblies (PAAs), and the Independent Directorate for Local Governance (IDLG) to employ gender sensitive approaches to citizen outreach, planning, and service delivery so that men and women enjoy equal access to and control over public resources and services.

JOB SUMMARY:

GRI is recruiting for an experienced Senior Gender Responsive Budgeting Advisor to provide support to the ISLA program. The Senior Advisor will provide expert advisory services and inputs on the integration of gender responsive budgeting in Afghanistan’s provincial budgeting process.

The Advisor will report to ISLA’s Gender Manager. Periodic travel to Kabul will be required. Level of Effort will be approximately 70 days over multiple trips. First assignment would begin around August 2015.

RESPONSIBILITIES:

The Senior Gender Advisor will have the following responsibilities:

  • Review and analyze Afghanistan’s provincial budgeting process and provide recommendations for the integration of effective gender responsive budgeting
  • Develop or amend policies and/or tools for effective gender responsive budgeting
  • Develop a training program on gender planning and budgeting to increase the knowledge of key government officials
  • Provide support to key government officials to conduct a gender responsive budget analysis of draft budgets
  • Develop an advanced training program on gender planning and budgeting for key gender stakeholders in the provincial planning process including both government and civil society actors
  • Work with key gender stakeholders to conduct gender responsive budgeting exercises and/or reviews for target initiatives and/or commitments
  • Coordinate with ISLA program counterparts including the Independent Directorate of Local Governance, Ministry of Finance, Provincial Councils, Provincial Governors’ Officer, and Provincial Line Ministries

QUALIFICATIONS:

  • Masters degree in gender, social science, public administration, economics, finance or similar required; PhD preferred
  • Ten (10) years experience developing and managing GRB activities, pro-women policy planning, and/or equitable local service delivery
  • Extensive experience training government officials on GRB required
  • Prior experience working with Afghan government officials a plus; prior experience in South Asia a plus
  • Fluency in English required. Additional local languages a plus.
  • High level of interpersonal skills, diplomacy, and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders and policy makers
  • Self-motivated and well organized.
  • Ability to work collaboratively, supportively, and respectfully with others.
  • Ability to work effectively in a fast-paced environment.
